In a concerning move, the Punjab government has been promoting teachers to higher positions despite their lack of expertise in the subjects they are expected to teach. This practice has come under scrutiny, with experts questioning the state's education policies and the impact on students' learning outcomes.


Promotions Without Proper Qualifications


According to recent reports, the Punjab Education Department has promoted a significant number of teachers to positions they are not qualified for. For instance, 227 master cadre teachers (Classes VI to X) were promoted as commerce lecturers for Classes XI and XII, even though a majority of them had non-commerce graduation backgrounds.

Similarly, teachers from various subjects, such as maths, science, social studies, English, Hindi, and Punjabi, have been promoted as lecturers in subjects they never studied or taught before. This promotion was based solely on postgraduate degrees obtained through correspondence or distance learning, without considering their actual subject knowledge or teaching experience.

Flawed Promotion Rules

The root of the problem lies in the Punjab government's promotion rules, which have been criticized for their lack of stringency. Unlike neighboring Haryana, which rectified similar issues in its rules in 2012, Punjab continues to allow the promotion of teachers in any subject, even if they never studied or taught that subject before.

In 2018, the Punjab government introduced new service rules for teacher promotions, but failed to address the core issue of subject expertise. The rules state that a teacher with a postgraduate degree in any subject can be promoted as a lecturer, regardless of their undergraduate degree or previous teaching experience.


Consequences and Concerns


The promotion of teachers without subject expertise has raised concerns among parents, educational experts, and even some government officials. They argue that this practice undermines the quality of education and affects students' learning outcomes, particularly in crucial subjects like English.

Critics point out that teaching at the senior secondary level requires specialized skills and a strong foundation in the subject matter. Promoting teachers who lack these qualifications may lead to subpar instruction and a less engaging learning environment for students.


Calls for Reform


As stakeholders push for accountability and reform, there are calls for comprehensive changes in the teacher recruitment and promotion system in Punjab. Suggestions include:

Stricter hiring and promotion criteria based on subject expertise and teaching experience.

Regular assessments of teacher performance to ensure quality instruction

Mandatory professional development programs to enhance teachers' subject knowledge and pedagogical skills.

A more transparent promotion process based on merit rather than seniority.
